Points of discussion from the presentation:
The Federally negotiated F & A rate for current organized research is 51% MTDC (total direct costs minus exclusions).
The Office of Management and Budget (OMB) has directed federal agencies to formulate plans in preparation for implementing a possible sequester.
• By law, half of the sequestration cuts would be to defense, and half to domestic programs. For domestic programs, cuts would be applied to discretionary programs, which include the National Institutes of Health (NIH) and the National Science Foundation (NSF).
• The government has not specified exactly how these cuts would be implemented at each agency, however, the Congressional Budget Office estimates that the budgets of most programs (including NIH and NSF) would be reduced by 5.1% per year, based on the overall dollar amount required.
Research trends indicate interdisciplinary, multi-investigator, multi-campus projects with shared core facilities.
An increase in intra- and inter-university competition for fewer and smaller awards is foreseeable. This creates opportunities as well as challenges.
Focus on developing intellectual property and filling an ever-increasing demand for entrepreneurs in the world and, with that, the ability to distinguish economically valuable from intellectually interesting
